My wife and I are very happy we went with Ultimate pools by Fetter for our pool. We talked to a couple of other companies and were impressed by Fetter because they didn’t try to talk us into anything we didn’t want. They were patient with us during our design phase as we started out wanting a spa and water feature and then changing our minds to just getting a pool. At no time did they try to talk us into into getting a particular pebble finish or plaster finish for the interior. Ross was straight forward about what he thought would work best for us and told us the pros and cons for every decision we made. He was great at explaining the process and what to expect each step of the way. Once the pool was complete, they have been great at answering all of our questions about pool chemistry too! We would definitely recommend using them to put in your pool! We went with a French Gray plaster and love the way the water color turned out.

We absolutely love our pool done by Ultimate Pools by Fetter! Ross is by far the most knowledgeable pool contractor out there and we had quotes from 6 different contractors. Ross went above and beyond researching laws to allow us to change our backyard, that other contractors wanted myself to do. He is definitely a step a head of the game at all times. I highly recommend this company to any one thinking about building a pool. Ross was with us a 100% of the way and a phone call away at all times if needed. We will have a lifetime of memories in our backyard due to what Ross created for us.

Tracy, CA
Frequently Asked Questions
How do Tracy’s soil conditions affect pool design? +
Tracy’s soil is the most structurally demanding of any city in our service area. Expansive clay throughout the city — extremely so in the Red Bridge area — requires heavier steel reinforcement, drainage provisions to keep moisture levels stable, and careful structural design for any raised features. Hard pan on the east side affects excavation and drainage planning. West-side groundwater history requires hydrostatic relief provisions. Every design decision flows from the soil assessment at your specific property.
Does Fetter handle encroachment permits for pool projects in Tracy? +
Yes. When excavation equipment must cross a public sidewalk or right-of-way to access a backyard — which applies to many Tracy properties — an encroachment permit from the City of Tracy’s Development Engineering Division is required, along with a $5,000 restoration bond. Fetter handles the encroachment permit application, bond posting, and coordination with the city as part of the project. This is identified during the site assessment before any work is priced or scheduled.
How long does pool permitting take in Tracy? +
City of Tracy pool permits typically take approximately three weeks — longer than any other city in our service area. Permit costs are also higher than the regional average. If an encroachment permit is also required, Fetter manages both processes concurrently. We account for the full permit timeline in the project schedule before work begins.
What does the 3D pool design process include? +
Our 3D renderings show the complete backyard transformation — pool shape, depth transitions, coping, decking, water features, and spa placement. You see a realistic view before any work begins. We review and refine together until the design is exactly right. In Tracy specifically, the structural provisions required by soil conditions are incorporated into the design at this stage — not discovered during construction.
Is groundwater a design consideration in Tracy? +
On Tracy’s west side, yes. Fetter has encountered groundwater during excavation in that area in the past. Where groundwater is a risk, the pool design includes hydrostatic relief valves and proper drainage provisions to prevent uplift pressure on the shell when the pool is drained for maintenance. This is identified during the site assessment and incorporated into the design and project estimate before work begins.
