Custom Pool Builder in Mountain House

Serving Mountain House, CA and surrounding areas

Mountain House, CA

Mountain House is unlike any other city in our service area. Incorporated on July 1, 2024 — making it the newest city in California — it was developed from the ground up as a master-planned community built around neighborhoods, parks, and K-8 schools. Every neighborhood has an HOA, and those HOAs have real authority over what gets built in your backyard. A pool project in Mountain House doesn’t just involve a county permit — it involves an architectural review by your HOA before a single shovel goes in the ground. Fetter has built custom in-ground pools across San Joaquin County for nearly four decades and understands what it takes to navigate both processes correctly so your project moves forward without unnecessary delays.

Mountain House sits on expansive Central Valley clay soil, with hard pan also present on the east side. The clay is active — it swells when wet and shrinks when dry, creating seasonal ground movement that has to be engineered for in the pool’s structural design. In Fetter’s experience, Mountain House has not encountered groundwater in pool excavation over the past 40 years, which removes one of the more costly variables that affect projects in other parts of the service area. The water supply itself is notably hard — Mountain House receives water from the Byron-Bethany Irrigation District, and that mineral content is significant enough that durable interior finishes such as pebble or quartz aggregate are strongly recommended over traditional plaster. Our custom pool design, gunite pool construction, small backyard pools, pool and spa combinations, water features, and outdoor living services are all available throughout Mountain House.

Pool permits in Mountain House are issued through San Joaquin County, submitted electronically. Because Mountain House was only recently incorporated, permit timing and cost patterns are still being established — unlike longer-standing cities in our service area, there isn’t yet a reliable historical baseline for processing times. HOA architectural review adds additional time before county permit submission is even possible on most projects. Fetter manages the county permit process and works with homeowners on HOA submittal preparation so the review goes as smoothly as possible. If you’re considering a pool in Mountain House, the earlier you start the approval process, the better. Call (209) 545-3002 to schedule your free consultation.

What Our Customers Say

Four years in and this pool still delivers on every promise made at the start. From the first consultation through swim day, the process was smooth and the crew was great to work with. They built exactly what we envisioned — the right shape, the right features, and a bubbler the kids love. When our pool light went out years later, they replaced it at no charge with a smile. Best decision we ever made.

My wife and I are very happy we went with Ultimate pools by Fetter for our pool. We talked to a couple of other companies and were impressed by Fetter because they didn’t try to talk us into anything we didn’t want. They were patient with us during our design phase as we started out wanting a spa and water feature and then changing our minds to just getting a pool. At no time did they try to talk us into into getting a particular pebble finish or plaster finish for the interior. Ross was straight forward about what he thought would work best for us and told us the pros and cons for every decision we made. He was great at explaining the process and what to expect each step of the way. Once the pool was complete, they have been great at answering all of our questions about pool chemistry too! We would definitely recommend using them to put in your pool! We went with a French Gray plaster and love the way the water color turned out.

Frequently Asked Questions

Does Fetter build pools in Mountain House, CA? +
Yes. Fetter builds custom in-ground gunite pools throughout Mountain House and San Joaquin County. We have direct experience with Mountain House’s expansive soil conditions, the county permit process, and the HOA architectural review requirements that apply in every neighborhood. Mountain House is part of our core service area.
Do I need HOA approval to build a pool in Mountain House? +
Yes. Every neighborhood in Mountain House operates under an HOA that requires architectural review and approval before pool construction can begin. The HOA evaluates fencing style, equipment placement, setback distances, and overall design compatibility with community standards. HOA approval must typically be obtained before or alongside the county building permit process. Fetter works with homeowners to prepare submittal documentation that gives the HOA review the best chance of a smooth approval.
What are the soil conditions for pool construction in Mountain House? +
Mountain House sits on expansive clay soil that swells when wet and shrinks when dry, creating seasonal ground movement that the pool’s structural design must account for. Hard pan is also present on the east side. In Fetter’s experience building across this area over the past 40 years, groundwater has not been encountered during pool excavation in Mountain House — which removes one of the more costly variables present in other parts of the service area.
Who issues pool permits in Mountain House? +
Pool permits in Mountain House are issued through San Joaquin County, submitted electronically. Mountain House was only recently incorporated as a city (July 2024), and its community development functions still work through county processes for building permits. HOA architectural review is a separate requirement that must be satisfied for every project. Fetter manages the county permit process on every Mountain House project.
Does hard water in Mountain House affect pool construction? +
Yes, and it’s worth planning for. Mountain House receives water from the Byron-Bethany Irrigation District, which delivers notably hard water with high mineral content. Traditional plaster pool interiors degrade faster in hard water conditions. Fetter recommends durable interior finishes such as pebble aggregate or quartz aggregate for Mountain House pools — they hold up significantly better over time and require less corrective chemistry maintenance than standard plaster.
How long does the pool approval process take in Mountain House? +
Mountain House was incorporated only in July 2024, so there isn’t yet a reliable historical baseline for county permit processing times the way there is in longer-established cities. HOA architectural review adds additional time before or alongside county permit submission. Fetter accounts for both processes in the project timeline and recommends starting the approval sequence as early as possible in the planning process.
Are there setback requirements for pools in Mountain House? +
Yes. Pool projects in Mountain House are subject to San Joaquin County setback requirements, and HOA rules may impose additional design constraints specific to each neighborhood. Fetter verifies both the county setback requirements and any HOA-specific standards for each property during the site assessment before the design is finalized.
