We absolutely love our pool done by Ultimate Pools by Fetter! Ross is by far the most knowledgeable pool contractor out there and we had quotes from 6 different contractors. Ross went above and beyond researching laws to allow us to change our backyard, that other contractors wanted myself to do. He is definitely a step a head of the game at all times. I highly recommend this company to any one thinking about building a pool. Ross was with us a 100% of the way and a phone call away at all times if needed. We will have a lifetime of memories in our backyard due to what Ross created for us.

My wife and I are very happy we went with Ultimate pools by Fetter for our pool. We talked to a couple of other companies and were impressed by Fetter because they didn’t try to talk us into anything we didn’t want. They were patient with us during our design phase as we started out wanting a spa and water feature and then changing our minds to just getting a pool. At no time did they try to talk us into into getting a particular pebble finish or plaster finish for the interior. Ross was straight forward about what he thought would work best for us and told us the pros and cons for every decision we made. He was great at explaining the process and what to expect each step of the way. Once the pool was complete, they have been great at answering all of our questions about pool chemistry too! We would definitely recommend using them to put in your pool! We went with a French Gray plaster and love the way the water color turned out.

Fetter did an amazing job building my dad’s pool. They answered all his questions thoroughly and explained to him in detail step by step of the process. The workers are very professional and knowledgeable, they put his worries to ease. The pool itself is so beautiful, my parents love it! 10/10 I’d recommend them!
Tracy, CA
Frequently Asked Questions
How does Tracy’s expansive clay affect raised spa designs? +
Raised spa features place additional load on surrounding soil. In Tracy, where expansive clay is present throughout the city, that load must be designed for carefully. Elevated masonry on expansive soil that isn’t properly drained and structurally supported will show movement and cracking over time. Fetter’s site assessment includes soil conditions and bearing capacity for raised features specifically, and the structural design accounts for Tracy’s conditions before construction begins.
Does west-side groundwater affect pool and spa construction in Tracy? +
Yes. On west-side Tracy properties with groundwater history, both the pool shell and any connected raised features require hydrostatic relief provisions. Groundwater can exert uplift pressure on an empty or drained pool shell, and can saturate the clay around the pool, amplifying its expansion. Fetter evaluates groundwater risk during the site assessment and incorporates appropriate provisions into the design.
Is a pool and spa worth the investment in Tracy? +
Yes. Tracy’s median household income of over $121,000 — highest of any city in our service area — reflects a community of homeowners who invest in their properties. Long Central Valley summers, a high homeownership rate, and a Bay Area commuter lifestyle that makes the backyard a primary outdoor retreat all support pool and spa investment. The soil engineering requirements are more demanding here, but a properly built pool and spa holds its value in this market.
Can the spa heat independently from the pool in Tracy? +
Yes. All Fetter pool and spa installations are plumbed for independent heating. The spa reaches temperature in 30 to 60 minutes without heating the entire pool — important for Tracy homeowners who want to use the spa on a weeknight without waiting for a full pool heating cycle. Equipment is sized for efficient year-round operation and typically includes smartphone app control.
Who issues pool and spa permits in Tracy? +
Pool and spa permits in Tracy are issued by the City of Tracy, not San Joaquin County unincorporated. The city review process takes approximately three weeks. If excavation equipment must cross a public sidewalk, an encroachment permit and $5,000 bond are also required. Fetter manages the complete permit process on every project.
